He works closely with the Executive Editor, the Chief of Staff, Associate Directors, and with senior VOA managers and managers in other broadcast entities involved in U.S. international broadcasting. He makes and develops recommendations for the Director on programming and administrative issues.

Will has been involved in international broadcasting for more than two decades, having begun with VOA in 1984 as an intern in News and English Broadcasting. He subsequently wrote and produced radio documentaries and background reports and covered news and feature events in Washington and elsewhere in the United States. He also served as a Program Review Analyst, and in 1993, because he is bilingual in English-German, was appointed Acting Chief and Program Manager of the German Service. He later became Acting Chief of VOA’s Horn of Africa Service and, from 1997 to 2001, was Chief of the Arabic Branch.
